Advantages: Great numbers, Mostly made of up of Level 2, 3 and 4 class criminals, access to cloning technology, apparent magical training,
Disadvantages:Rarely use ballistic weaponry, usually attract a lot of attention as they are not very discrete,
History/bio: Tosogare's origins and reasons for existing are known only to Madara. What is known is that they are intergalactic criminals usually consisting of Level 3 or 4class criminals the more powerful members are levels 1 and 2. Madara himself is a Level 0 class criminal the class was created so that it could be possible to keep up with his crimes. Although they are usually silent organization they have been more active of late. It is assumed that Madara wishes to control the galaxy but even that is debated among theorists.
